Unicameral and Bicameral Countries

Governments have been made to form a system of functioning. Governments are divided into dictatorial and democratic. Democratic governments are further divided into unitary and federal. There is also a system of presidential and parliamentary which is also divided into unitary and federal system. Each government system carries ministers at several levels and legislatures are many which enable systematic functioning of the governments. Each system has a set of rules and policies for the benefit of the public.

Aiming at the efficiency of the functioning, there are two systems which are developed such as unicameral and bicameral. Unicameral legislatures are present in Nebraska, Guam, Hong Kong, United States and in several other countries. Unicameral legislature is also present in China and Cuba. United Kingdom, Northern Ireland Assembly are also included in unicameral legislatures.

The Senate takes care of all the State legislators and Senators would be more knowledgeable and more attentive in taking decisions. Bicameral is based on ancient Sumer, ancient Greece and ancient India. The Senate was created as a stabilised force and the idea is to have a wealthy and wise state. If both the House of Representatives and Senate approve with 2/3rd vote for the specific amendments to the Puerto Rico Constitution required for the unicameral legislature by 2015.

Bicameral city councils became common in 20th century in United States and all city legislatures are not divided into two chambers. Bicameralism is a defining feature for classical and mixed government. There is a growing awareness about the modern legislatures. There has been a debate on the powers of Canadian Senate and Senate of France about second chamber.

The relationship between two chambers is different such that they have equal power and one champer is superior in its powers. Many of the theorists are of the opinion that bicameralism is more meaningful and political reforms are very difficult to achieve as they increase the risk. Countries like Argentia, Belgium Brazil, Canada, Austria, Germany, India, Malaysia, Mexico, Pakistan, Russia and Switzerland and United States always link their bicameral systems with their federal politcal structures.

In Canada the country is divided into a number of Senate Divisions and with different number of Senators which are based on factors. These divisions are Quebec, Ontario, Western Provinces, Maritimes and each would be having 24 Senators. In some of the countries like Germany, India and Pakistan the upper houses are more linked with federal system. European Union also maintains bicameral legislative system which has European Parliament. In general elections and in Council of the European Union which consists of members of the governments and of the Member States.

Although European Union is not considered as a state, there are full powers to the legislate in several areas of politics and powers are even and exclusively reserved. Norway has a semi-bicameral legislature having two chambers with an elected body called as Storting. After the election 2009, Odelsting and Lagting have been abolished and according to the Morten Soberg, a related system in 1798 constitution which is called as Batavian Republic.
