Debated by some, contested by others and highly anticipated by most, the second stimulus plan has been set in motion, which means that the majority of Americans can expect to receive a check for a maximum $400 federal tax rebate in 2009, a tax rebate which will continue on to 2010 and then, in a slightly different way, for the following 10 years. But how will this stimulus manifest itself in 2009 and how will this affect you, the common American?
The 2nd stimulus plan states that around 95% of the American population will benefit, to one extent or another from a federal tax rebate. The maximum amount this rebate can reach in 2009 is $400 a person, which means $800 if you are married and file a joint request with your spouse. You can expect to receive this federal tax cut if you’ve earned more than $3000 over the course of the last fiscal year, whether you’ve been employed or self-employed. The niche that benefits most from this second stimulus check includes those who have earned between $3000 and $75,000 in the last fiscal year and have paid their taxes. If you are making between $75,000 and $95,000, you still get a pretty good shot at getting a partial rebate. An additional federal tax cut applies if you have children in your care, children being considered dependent until the age of 17. Also, if your income exceeds $95,000 a year, or you and your spouse’s joint income exceeds $190,000, while you will not benefit from the actual tax rebate, you might benefit from a rebate for each child if you happen to be parents.
While one f the clauses for receiving the federal tax cut for 2009 is holding employment (or having been employed in the past fiscal year), another clause that could influence the amount your tax cut will amass to is represented by whether or not you have paid your taxes. Those who have not yet paid their taxes for the past fiscal year will still benefit from a percentage of the tax deduction but will not receive it in full.
Those who have earned less than $3000 in the past fiscal year but have benefitted from social security income will still receive a second stimulus check, even though said social security income may not be taxable (and would ordinarily not count). The stimulus plan contains a clause specifying that those benefitting from social security income will still receive a stimulus check, albeit not worth the full $400. The stimulus will kick in starting with April 1st 2009 and will span over the following 9 months of the current year, which means that the tax rebate for each individual will consist of a maximum $44 per month. As the stimulus plan extends onto 2010, those who will benefit from the federal tax cut will see an increase of $33 in their monthly paychecks as a result.
The purpose of the tax rebate contained in the stimulus plan consists in offering support in a time of economic hardship and is meant, aside from helping people deal with the economic crisis, to encourage spending, which will automatically lead to economic growth. Aside from the general bad shape in which the economy is finding itself, one of the big enemies economic growth has in this period is the general panic that has taken over the population in regards to spending. With people holding back from otherwise normal expenses and saving at every step, the economy has no way of healing, and in ways, strange as it may seem, without spending there is no way for the economy to re-become healthy and for the normal trading reports to be reestablished.

Any possible idea when the first stimulus rebate checks for 2010,will begin to be released to s.s.i receipents, and the vets.
will there be a second chech for we the commom people,who may receive ssi or other forms of goverment funding.We are entitled to some type of benefits not just the working man,we have to live too.
will there be a stimlus rebate for 2010,for ssi receipents and others on a fixed income.There should be we have the right for some extra also not just the wealthy,and the ones who may be employed.

the 2010 stimulus plan need to be the 2nd stimulus check for working americans and those who loss their jobs. To stimulate the economy we need to give more money to people who actually do make a difference which is the majortiy of american population. Not the ceo of banks and insurance companies. the basic cost of life is increasing while people are loosing their job and giving the majortiy of their income as taxes to governement. We need a lump sum stimulus check to help pay for rent and food. A tax deduction is only good for those who work. what about those who loss their job in the financial crisis created by bankers and insurance company.
wow are they going to lower the price of gas and food too…if not they might as well keep that money cause thats where it will go,,and it isnt enough by far,,250 a year,,,,they should give every one 1 mil that should fix it,,they can tax it and make all the money back and thet will set everyone for a hell of a long time….
